Looking "eyepieces" this am. I saw a Astro-marter with "one star" curious, I clicked on his profile... someone dropped the poor rating on him for "Not answering his question" I don,t think this is fair... your feelings? JM
Ratings are for completed transactions. To complete a transaction money and merchandise must be exchanged. If the item or payment does not arrive, but was shipped or stated to have been shipped, it is still a competed transaction due to the exchange. Any thing that happens after the exchange can be rated, including non delivery or problems with the payment or item purchased. But, to discuss purchase, ask questions about the item or any inquiry does not constitute a transaction, right? So, you may not rate someone because they did not answer a question or decide not to sell to you. A seller may determine who he will sell to and is not required to sell to you just because you responded to the ad. I am sure that this is the intent of the rating system as outlined in TOS.
