"New studies show the quality of federal regulation is plummeting.

The Mercatus Center evaluates all major rules that cost over $100 million a year on a composite score of a dozen regulatory best practices. The Health and Human Services Department's highest-scoring ObamaCare rules came in at 25 out of 60 points, the lowest at 13. These are not merely bad grades. They are relative Fs on the regulatory curve—about 35% to 40% lower than the averages for the other rules that the executive branch put out in 2008 and 2009. The ObamaCare rules score lower than other HHS rules in 2009."

Herb won last week with 11 wins, and Eric and I tied for second with 10. I will give props to HY for picking Seattle over San Fran, but they were not that big of an underdog...not sure why.

An internist, an obstetrician, a psychiatrist, a surgeon and a pathologist all went duck hunting together.

The internist spotted the first duck but didn't fire, explaining that without more tests, he couldn't be sure it was a duck. When the next duck appeared, the obstetrician raised his gun but he also didn't fire, explaining that while he was convinced it was a duck, he wasn't sure if it was a male or a female. Another duck appeared and this time the psychiatrist started to take the shot, then decided not to, explaining, "I know he's duck, but does he know he's a duck?"

When the next bird appeared, the surgeon instantly raised his gun and fired without hesitation. Turning to the pathologist, he asked, "Go see if that's a duck."

He's ready for "graduation" from herding school. Why can't he follow directions like this at home???
