An alternative theory would be that the strategists in Biden's campaign know that Trump is becoming more unpopular by the day, so why should Biden get out there and attract attention to himself?  Let Trump hang himself a bit more every day.  Then, spin Joe up for the best debate performance he can summon, when the time comes.

I agree with Jim; there is no reason for Biden to overly vocal at this point. Trump and his misfits are doing an excellent job of sinking their ship. When asked about it, Ken Cuccinelli, the head of DHS, made it clear they intend to continue and take the tactic nationwide. That's just brilliant.

The biggest problem Trump has is that he has effectively alienated everyone but his base, and there are not enough of them to get him elected.
