Since they have decided to send checks this close to an election, there might be some competition for, "the most helpful and most caring politician" award. It might be difficult to top whatever Schumer comes up with.  $2,500? $3,000?
I don't know what it is, but there is a number that will be counterproductive.

Biden, in his condition, is not an improvement. Why pretend he has not lost a LOT. Think how bad he would look without all the staging and propping up. Without all the help he would look so bad his supporters would not vote for him. How many think he could speak for ten minutes without a script and seem up to the job?

Play the bit about his record player and say he is presidential material.

Messaging is an important part of being a President at a time like this. He needed to move the country towards what is happening right now early on so that a good deal of mobilization and preparation could take place. No honest person can say Trump has done anything but the opposite in Jan and Feb.
Does anybody think Biden could stand in front of the press for over an hour?  He couldn't do it.
