Its not on HIS profile.....its on YOUR profile. Open up the "My Account" page and look for the section called "Ratings"....you should be able to figure it out from there. You are looking for "Unused Ratings".

If you have responded to someone's ad they will be listed there. If you completed a transaction with them then you should use the rating option for them. However if there was no completed transaction you should delete the rating flag for them. Rating are intended only for transactions that were actually completed.

I assume you mean someone else besides the person you are trying to rate. The only way that should happen is if you also have responded to one of their ads as well.....

However now that I checked into it the new site software also inserts a "use this rating" when you view someone elses profile if you have responded to one of their ads. So now there are two ways to go about it.

However if they are not showing up in your "unused ratings" list then for some reason the system has lost the rating flag. If they have not marked the item as sold yet you might see if there is still a "respond to this ad" on the ad and respond again.....that should create a new rating prompt.

Trump is a lot of things....but he isnt stupid enough to order that. As for why it occurred I would attribute it to the deepstate ie a never trumper whose entire purpose was to create more conflict and headlines.
