Civil penalties are nothing. There is a special place in Hell for murders, rapists, child molesters, and people that go slow in the fast lane.

In one driver education pamphlet here in California, I saw a phrase something like: "Common sense and California state law says that slower traffic must keep right." It went on to say that it did not matter whether the person behind you was speeding, you were obligated to keep right. I don't know if it has ever been enforced.

Well here in IL they passed a similar law, but it's only really enforced near Springfield... the reason it was passed was some legislators in their limos and private cars were PO'd that they were unable to do a constant 90+mph in the left lanes- which they needed to be able to do in order to get to the statehouse in time to vote!

Just what we needed, another almost unenforceable law!
