I have seen it with naked eye. It is quite impressive seen in the context of the Milky Way.

It is a good binocular target under dark skies, pretty easy really. I've also seen it with a 6" f/4 Newt, without a filter.

I have also seen it naked eye, but only under near perfect skies. The two places I have done this are both in California's Sierra Nevada: Glacier Point in Yosemite National Park (7200') and Courtright Reservoir east of Fresno (8200'). I can't recall ever seeing it under suburban skies even with optical aid and even after midnight when the light pollution is somewhat reduced.
