Sorry for the dumb question, but how do I go about giving a rating to the seller of an item I purchased? Thanks!

It's pretty simple.

On the left under MY ACCOUNT click on ACCOUNT MENU

Scroll Down until you come to:

Unused Ratings: View any rating tickets you have received but have not yet used.

Click on that and you should be good to go.
