Just state that the transaction is a "pay full price in advance transaction."
That's not impolite, it's just the terms of the transaction. It's not like you are asking for more money because he's unrated.
I saw an ad for a product from an unrated seller in France. I ststed that I always pay in advance; but that in this case considering the disparity in ratings, I would want the product sent before I paid. He refused since that wasn't the transaction terms as posted. I took no offence.
