Carl Zambuto says mirror numbers are not especially meaningful. Carl Zambuto guarantees that a Zambuto mirror will "perform to its theoretical limit of magnification, or 50 power per inch of aperture with no detectable breakdown in the image." Many people say that Carl Zambuto is the finest mirror maker around.
The Starmaster 11" ELT f/5.4 is no longer made. You can get an f/4.5 11" ELT in April or May 2003, this scope is available now. It has a longer focal ratio (f/5.4 vs f/4.5), and has a smaller secondary (1.83 vs 2.11). The f/4.5 requires the Tele Vue Parracor ($295), this scope does not. This is better for planetary work, and just as good for deep sky.
You can get a similarly equipped 11" ELT f/4.5 new from Starmaster for only $3300 (delivery in April or May 2003). For comparison purposes, here are the current 11" ELT f/4.5 prices:
